140 1 sider its evaluations in selecting the Detroit, Michi- 2 gan, satellite office. 3 (d) REPORT TO CONGRESS.—Not later than the end 4 of the third fiscal year that begins after the date of the 5 enactment of this Act, the Director shall submit a report 6 to Congress on— 7 (1) the rationale of the Director in selecting the 8 location of any satellite office required under sub- 9 section (a), including an explanation of how the se- 10 lected location will achieve the purposes of satellite 11 offices listed under subsection (b) and how the re- 12 quired considerations listed under subsection (c) 13 were met; 14 (2) the progress of the Director in establishing 15 all such satellite offices; and 16 (3) whether the operation of existing satellite 17 offices is achieving the purposes under subsection 18 (b). 19 SEC. 24. DESIGNATION OF DETROIT SATELLITE OFFICE. 20 (a) DESIGNATION.—The satellite office of the United 21 States Patent and Trademark Office to be located in De- 22 troit, Michigan, shall be known and designated as the 23 ‘‘Elijah J.
